Oh yes they are =), but they only calculate PAR, which PUR-efficiency
incorporates but also weights to the action spectrum.

You can get very much PAR from any bulb, if you just
put in enough electricity.

But if you want maximum growth to the least amount
of electricity HPS:es are not the better choice.
