I calculate PUR-efficiency by taking the spectral distribution, 
lumens and wattage. How you do this is outlined in Ivo Buskos
article here:

The cool thing is PUR-efficiency is better than PAR in that
it takes into consideration how efficiently the bulb converts
electricity to usable radiation, not only the total active
radiation by weighting in a general action spectrum.

So to grow plants fast to the least amount of electricity
you would see the one with the highest PUR-efficiency.
