This seems like a tautology. If you consider adequate levels of light, 
carbon, and nutrients to be necessary for the healthy growth of plants, 
and you accept that healthily growing plants discourage algae for 
whatever reason, then saying that insufficient levels of CO2 will 
encourage algae is redundant.

If that seems wordy, think of it like this: If A, B, C, and D must be 
true in order for E to be false, there is no great discovery in saying, 
"if B is false, then E is true."
