Once you've got the tank draining, you only need to keep the tap water 
going if you're draining to a part of the tank that is very close to or 
below the level of the tap.   That minimizes the waste water 
considerably.

I find it more time and water efficient to have two hoses going at 
once--a gravel vac draining tanks to the bathtub (lower than all but 
the bottom tier), and a separate python to fill a previously drained 
tank.

Plus that way the Python that fills the tanks remains clean, since I 
don't drain dirty tank water through it.
