If the CO2 level does not affect the rate at which new CO2 dissolves, 
the water movement as shown in your diagram will not make any real 
difference would it ? With the way it is set up the water movement will 
only help to move away  the water with high CO2 level from under the 
tube. Perhaps use a wide mouthed container instead of the tube
