What is safe about safety glass are two things. First the
glass is tempered, so that when it fractures it breaks into
thousands of small shards instead of just a few large heavy
pieces. Second, there is a semi-solid layer between two
outer layers of tempered glass. The inner layer tends to
hold all the pieces together even when the glass is broken,
reducing the number of pieces than might go flying about.

In aquaria, the tempered glass is stronger than
non-tempered glass of equal weight. Unfortunately, it
breaks into many pieces when cracked so scractching and
drilling are illadvised.

Put in very rough terms, glass is tempered by rapidly
cooling the outer surfaces, which puts the surface under
tension. This gies it its superior strength. Howevern if
the surface is broken, the release of the tension can be
enough to continue the scratch or crack, releasing more
tension, etc.
