[APD] cycling water for WC's

Derek wrote that he had 
 
"tap water may be coming in with ammonia to about 4ppm occasionally".
 
Is that a damaging amount? if you added that during a 50% water change  
wouldn't that raise the ammonia in the tank 2ppm? would the plants use  it? would 
the tanks filter be unable to handle that increase  quickly?
