The short answer is that there is sufficient surface area in a planted tank 
to support the nitrifying bacteria needed to perform the NH3-NO2-NO3 
nitrogen cycle, in addition to the plants possibly using all the NH3 before 
it can be converted anyway.
 I am sure someone else will post the long answer soon.
