[APD] PUR-efficiencies for Philips QL

I'm afraid they have rather poor PUR-efficiency (around 0.49 microEinsteins
per
Joule) compared to better alternatives like Philips Aquarelle (around 0.8):

It will grow plants just fine, as would any normal light bulb, but it will
require more
electricity to trigger the same growth-rates as more efficient lamps like
Philips
Aquarelle, Interpret Triton, Sylvania Aquastar and so on.

The PUR-efficiency is calculated with the following action-spectrum (B),
which
as you all see is for a *green* plant, thus the PUR-calculation will severly
penalize
yellow-green-bulbs:
