Utility supervisor here in Odessa says EPA requires it. Take that for what

But some places have too much without adding any; they pick
it up from the soil, so they won't be adding more in those
places. In fact water providers will have to clean some of
it out.

I not sure if the EPA is going to require use of chloramine
where a germicide is needed or merely has set levels for
bacterial growth that most places will need to use
chloramine to meet.
