Thre's a nice breakdown on fan data here for a wide variety
of products:

Nothing comes close to what Silenx professes. At 1200 RPM,
the 11 dbA is not beyond the range of expectations, but for
a 4 1.2" fan to move 40 cfm at 120 rpm is just incredible.

Most of the noise in a small fan is from the air noise at
the blade tips. The more air you move, the more noise the
air makes.
