[APD] Watt / Gallon - PUR / Gallon

Loooking at the calculations done by Ivo Busko on
http://www.aquabotanic.com/lightcompare.htm to calculate the PAR and
PUR values for a number of tubes.Whould that mean that as far a plants
 are concerned a bulb with a PUR of 0.77/watt whould be  27% better
than a light with PUR of 0.50 / Watt ?

On the marine forums they seem to believe that higher Kelvin bulbs are
less likely to promote Algea growth. Are the feeling the same for
freshwater ?
