Yes, the reflector sends downward more light than without a
reflector, but it must all still travel distance, over
which is scatters, and distance yields a drop in the amunt
of illumination for a given area.

You can see this with stems plants. Whenthey are closer to
a light source, other things being equal, they grow redeer
at the tips.
