[APD] Reactor 1000 problems

My CO2 system has been down for several months and I recently tried start it back up.I attempted to refill the bubble counter and when I unscrewed the top, water came shooting out of the hose that runs between the bubble counter and reactor.It has been a constant flow of water, so I just let it dump into the sump for now.My setup consists of a milwaukee regulator and a reactor 1000.My filter is a wet/dry with the return line split and a hose running through the reactor back to the tank.I never noticed back pressure from this hose before when the system was running.Does anyone know why this is happening and what to do to correct it?Thanks.
