[APD] which Fluorescent light tubes

Hi which Fluorescent light tubes (4ft , 40w) are people having success with over planted tanks my tank is 24" deep .
I am trying some NEC 6500 at the moment the plants seem to love them but the tank looks milky as if the light is being reflected off the surface of the water.
So who is using what and with what success.
