I can't think of any reason why the size of the aquarium
determines the amount of light/gallon that plants need.
Although with very small tanks, you might have a lot of
light overshooting the tank.

I think this notion comes from someone crosstabbing
light/watts with tank size using only examples from one or
more of Amano's books. One might specualte that the Amano
tanks are set up for the photo and not necessarily for long
term ease of maintenance. So that anecdotal data might be
misleading or at best not exemplary of general rules.
