[APD] Algae ID and some help please.

Can anyone identify this black scourge and suggest a method of eradication?
For all of you literalists out there, I'm really looking for something that
won't kill the fish and the higher order plants, so that eliminates the
"nuke the whole thing", or the "pour in a half gallon of Roundup" type
solutions ;-).
