[APD] Actinic lights in planted tanks.

Aside from any biologicical benefit of using actinics in planted tanks, they
just look plain awful. I added a couple power compact actinics to some
daylight power compacts I was using over a 125. The ratio was 2:1 daylight
to actinic and the blue light from the actinics washed out the colors. I
pulled them after a couple days because they made the plants look so bad.
