Sure, there's stuff in the archives. Seek and ye shall
find. But it's easier to find a tube heater ;-)

Caution: It's best to have the space under the pad open if
your putting the pad against the tank -- these devices
usually come with warnings about dangers if you enclose
them between two surfaces. They are intended to be able to
shed the heat they generate somewhat quickly to prevent
overheating and the risk of fire or failure of the
electrical insulation.

Heat pads yield no special advantage over using a tube
heater and some bottom insualtion -- except that heating
from the bottom should probably work out to be slightly
more energy efficient, imo.
