Reggie, 

Do this.

Weekly 50% water change.
Watch the pH close, knock it down to 6.7 or so as a traget pH.
 
Add 1/4 teaspoon of KNO3 3x a week(once after a water change then 2 more times)
Add 1/4 or slightly more of K2SO4 after water change only.
A couple of rice grains worth of KH2PO4 3 x a week
7 mls of traces 3x a week

Repeat,

Test: pH for CO2 level. 

That's it, keep on this, and you will have good plant health.

Realize you have a ton of light, 2x 55w is plenty.
More is not better. 

Your tank is certainly PO4 and NO3 limited as far as the plants are concerned.

Feed the fish well after the plants get going again.

Remember to prune, remove any algae you see and clean first, clean filter etc .....then do the water change

Do this for 3 weeks and then tell me what you think about it.
