Yes.  I think you have hit the nail right on the head.  
They might have some voltage controller circuit that's diff
than others, then again, they might not.

I'm still waiting for an electronics engineer to take one
apart and tell me about any unique circuits -- but I don't
know any that want to spend a few hundred on ballasts just
for dissection ;-).

Wayne Jones, last year -- I think he's since left the list
-- was getting some pretty versatile results from an
Advance T8 electronic ballast from Home Depot.  That must
be in the archives.
