Especially for a newbie, reading Diana Walstad's _Ecology
of the Planted Aqaurium_ will tell you how set up your
tanks simply and relatively inexpensively and designed for
low maintenance.  In the process you get to learn a lot
about what it takes to grow plants under any suitable suite
of techniques.

Any serious aquarist should have that one. Of course,
anyone just goofing can just buy the picture books.
