HI Folks,
While in the Navy working with Nitrogen, CO2, and O2 carts, tanks, and
equipment, we always kept a positive pressure in the tanks. I was doing
that with my aquarium CO2 tank as well.
However, the folks at the plant where I fill the tank said that they normally
open the valve all the way, purging the tank, and then connect their fill
line.
I recommend keeping a small positive pressure to prevent the atmosphere
(pollution, moisture, possible eventual rust) from getting into the tank.
