fertilizing java fern

hi all,
what's a good way to fertilize java ferns? i have
quite a few clumps but i notice that in the smaller
tanks (10 gallons), they don't grow big but instead
form baby plantlets a lot. is this an issue of
fertilizer? what's a good liquid one (as i don't
think pellets will work for them)? could this be an
issue of light or other water parameters????
