Diana Walstadt (sp?) has a good method for adding soil to a tank that is
already set up.  I have used this method, and can say it works very
well.  Make little packets out of wax paper, fill with soil or laterite
or whatever, tape shut with scotch tape, and shove them under the
gravel.  After they're in, take a pointy knife and poke holes into the
wax paper.  The paper eventually melts away, and the soil spreads thru
the gravel.
