There's been some discussion amongst cattlemen that barley straw would retard 
algae growth in stock tanks which are not shaded.  I've found some reduction 
in algae growth if cattle or horses left alfalfa hay stalks or even wheat 
straw in the tank and I didn't remove it.  There had been some previous 
discussion linking the effectiveness of barley straw to water bodies in 
direct sunlight.
