What about drowning the bugs? A 10 gallon tank isn't very large and will fit
easily inside a large Rubbermaid storage container (available at any Home
Depot for just a few dollars). Place the tank inside the Rubbermaid
container and flood it with water. The bugs that don't float away ought to
drown. You might have to do this a few times if there are any eggs on the
plants, but it should be perfectly safe for the plants, since they are
aquatic to begin with.
