Try a hardware store or auto-parts store. You can get fuel siphons with a 
built-in pump with flapper valves that will do exactly what you describe. 
Try to get the clear ones -- they are made of polyethelene -- which should 
be safe for tank water. Tube sizes are usually 3/8"-1/2".
