CF Lighting

I'm curious to know if CF lights deteriorate as fast as regular flo lights? 
Do they need to be changed as often?  Also, I'm getting conflicting opinions 
from on-line plant sellers as to whether I'll need 2-3 watts per gallon to 
grow plants well in a 30 inch deep tank.  What's the consensus on that?
