Interpreting Seachem Ammonia Test Results

This test kit gives readings for both free ammonia (NH3) and total ammonia
(NH4+).
My results for free ammonia are consistently zero, but the total ammonia
readings
range anywhere from .01 mg/l - 0.1 mg/l after 30 minutes from the top scale
(most sensitive) on the
strip.  (I'm testing multiple heavily planted/medium-heavily stocked
tanks -- readings from each tank are consistent.)
Should the total ammonia readings also be zero, and if not, what is an
acceptable level for total ammonia?
