Does pearling always occur when you get your lighting and CO2 right?

I have a small tank (about 56L or 13gal).  I use a compress CO2 system for
injecting CO2 and 2 x 15w flourescent tubes (Dennerle TOCAL Plant) for
lighting.  I have a fair amount of plants in the tank with some fishes.  My
water readings are 7dKH and pH 6.8.  I also have a CO2 indicator which
shows that there are sufficient CO2 in the water.  All parameters seemed
ok, the plants are growing but I have never seen any pearling in my tank.

Could the water temperature be a factor?  My tank usually stays with 26-27
degC (79-81 degF).
