IME, cyanobacter loooves phosphate.   I've had a couple of outbreaks in one
of my tanks with a fairly heavy fish load; I don't remember what the
phosphate level was when tested but I remember it was on the high side.   A
33% water change and not feeding for a few days cleared it up.

Most LFS folks will tell you that phosphate doesn't matter in a FW tank.
