To seal or not to seal (my tank)




I recently received a 30 gallon tank from a small business.  I know it
held water at the store where it was used for years.  When I cleaned it
and looked at it closely I could  see the silicone is breaking up in
places.  I'm not sure what to do at this point.  Most likely it still
holds water but I'm not sure for how long.  I don't want to set it up and
then have it leak after all my plants are in.  Can I apply a thin coat of
silicone over the old or do I have to completely remove the old silicone
first.

I tried to clean the silicone but it has years of algae almost cemented
in. I'm afraid if I use anything really powerful (bleach etc.)  to remove
the stain then I will destroy the seal.  Any help would be appreciated. 
I'm looking forward to combining plants from two 20 gallons into this
tank.
