The water in your tap is cold and under pressure.  Both of these cause
the water to hold more gasses is solution than the water in your tank
(warm, and at atmospheric pressure).  The bubbles were probably
disolved air coming out of solution.  The plants just provide a
convenient surface for the bubbles to form.
