I replaced my old "tar" ballasts with Icecaps many years ago to eliminate
the interference they caused in a stereo receiver on the same power circuit.
I guess I've been lucky since 4 different Icecaps haven't caused a problem
in the TV 4-6 ft away. (I had one Icecap die after 3 years, since then, I
keep a spare)

If the Icecaps really are leaking that bad, isolating the source is the best
plan (as all the Hams have mentioned). It might be worth trying another
ballast and/or improving the shielding of the cable in the house to a RG-6
(or better) grade of coax. The interference could be caused by ingress due
to poor/bad shielding.
