Hair Algae !!!

I have a terrible case of hair algae. I set up my 20g tank 2-3 weeks ago
algae is all over the tank. I have a brown kind that likes the sides of my
aquarium and brown hair algae that will grow on anything. I pull the hair
algae off the plants but within 2 hours it is back in action, apparently
attaching itself to another plant, the heater, the filter, or the substrate.
Is there any way to rid my tank of this?
