I've seen black PVC in the drainage and irrigation
section of Lowe's and Home Depot.  Before spotting
that in the store however, I've painted PVC using
ordinary spray paint.  I sanded it first to get good
adhesion.  Once the paint cured (a few weeks), I used
it for the plumbing from my pond to the biofilter and
back to the pond.  I have quite a bit of it submerged.
