micron cartridge

Hi,											4.25.00
	I just put the micron carbide in to my H.O.T. Magnum canister filter. 
My question is if the cartridge is supposed to turn in the filter.  Mine
isn't turning.  Any help would be appreciated.  Many Thanks.
