I work at the LFS (yes, local fish store) around here, and I always reccommend starting out with some hardy tetras or platies/swordtails.  I would never reccommend adding them before 2 weeks, though.  However, I have heard that the best "first fish" for a planted tank is a black molly, to keep the algae in check before it gets out of hand.  If you add the plants right away after you've set up the tank, and you add lots of plants, you should be able to add some mollies right away because of the amount of bacteria on the plant leaves.  If you're waiting to add plants, keep an eye on your ammonia and nitrite and wait for them to go down before you add any fish.
