clear tips on new java fern leafs

What would cause the new leafs that grow on my java fern to have clear tips? 
  I use tetra florapride and kent freshwater fertilizer on a weekly basis.  
I have a DIY co2 generator, 55 gallon tank, 80 watts of corallife nutrigrow 
flourescent tubes, pH 7.0, and KH 4.0.  I also have flourish plant tabs in 
the gravel, although the java fern is rooted on driftwood, not the gravel.
