E. Cordifolius is hard to keep submerse it is basically a bog plant and will once conditions get right go emersed. Not much you can do except try another type of Echinodorus with cordate leaves that will not bolt to the surface. Say E. Horizontals or E. Tunicatus. aka Queen of hearts plant.
