Some varieties of Cabomba will grow little or not at all unless you add 
suplemental CO2.  In fact, I'd probably guess that's the problem here.  If 
you provide them with added CO2, combined with good light, fertilizer and 
iron, plus your water that you describe, in 4-6 weeks you should find your 
tank is overcrowded with Cabomba.
