Sunday nights, 9:00PM EST.

It is open all the time but nobody ever arranges to meet other people in
there at other times.  If you know you are going to be in the chat room
and have some idea of what you want to chat about, post an invitation on
the NFC mailing list for folks to meet you in the chat room at a certain
time and date.  Just try to give a day or so advanced notice to account
for the fact that many people only check their email once per day or get
NFC mail via digest subscription (i.e. one giant message per day
containing a rolled up version of all the posts made that day)
