I would say the logical starting point is to make sure we have a home to
place a server in.  This, after all, is a large ongoing expense if we
use a commercial colocation service (don't ask... it's a LOT of money). 
If we have a university network to call "home" then it is that much
easier.

As for money... heh... I still have to get my $10 off in the mail to
become an official member but yes I would be interested in chipping in
if most others think this is a good idea.
