salinity

Is a salinity of 1.004 considered brackish? Natural seawater is of course
1.025. I have a hydrometer that can measure salinity in readable increments of
.001. I guess that 1.004 would be about 1/6 natural seawater. Is this too
salty for most freshwater fish or about right?
