Memphis collects hazardous household chemicals (paint, thinner,
insecticides, etc.)  only one day a year.  We should collect it one day a
month at least.

Somebody did a study about these yearly--highly publicized--hazardous
materials collections and concluded that they actually lead to greater
dumping of the stuff into the environment.  Seems that the publicity induces
the citizens to gather their stuff together but not necessarily take it to
the collection site.  And once they miss that date, they're not inclined to
wait another 12 months.
