Same in Arizona, but in both states it is primarily because most of the fauna
is listed as either state or federally threatened.  Relative to the east, the
west has a very depaupaurate fish fauna and many species have limited
distributions.  These two factors combined with all the immense environmental
change has put much of the fish fauna in jepordy.  Hence, the laws here are on
the books for good reason IMHO.
