Might I offer a couple of suggestions for the future.
Ask them to include a brief statement in the fishing regulations about why
folks shouldn't translocate either native or non native fishes around the
place. Secondly, I was just reading an oldish article from Fisheries
(published by the American Fisheries Society) which included a survey of
fisherman regarding what they do with their live baitfish at the end of the
day. Most of them released them where they were fishing and furthermore, they
thought they were doing a good thing by doing so! It may be worth forcing
bait dealers to give out a piece of paper explaining why they shouldn't
release bait at the end of their trip with every bait fish they sell. At
least it would educate a few of them.
