Aquaculture may be regulated at two levels. At the Federal level, which
includes assistance and financial aid, it's considered agriculture. The
Department of Commerce also has a program with colleges all over the country,
under the "Sea Grant" program. A state can place the local regulation of
aquaculture under any authority they wish.
The research is fascinating. It's surprising what states have very strong
support programs for all sorts of aquaculture programs.
