Sorry this tok so long. Unfortunately, this info wasn't worth this long a wait. My friend does most of his collecting in NJ, so he couldn't give me a solid answer about collecting in PA. He thinks a permit is needed; if you contact a local DEP or Fish and Game office someone there should be able to get the info. Probably, game fish will not be allowed.
